Developer Mark Stockwell's team has submitted plans to turn the 2-hectare Parmalat milk-processing site on Brisbane's central riverfront into an 80-storey apartment tower, a five-star hotel and a composite hub for the 2032 Olympics. Stockwell Group put the total project cost at A$2.8 billion. The city council confirmed it will start the approval process by the end of the year.

Queensland Town Planning Association president Esme Hodgson said the project "would change Brisbane's central riverfront identity irreversibly". Environment group Riverlife said "safeguards for public riverfront access and a blue-green corridor" must be mandatory. Lactalis Australia said milk-processing operations at the Parmalat site will move progressively to Beenleigh over the next 18 months.

Brisbane Mayor Adrian Schrinner described the project as "a workable model for private-led infrastructure investment ahead of the Olympics". Queensland Infrastructure Minister Grace Grace said "public consultation will be full and transparent". The first phase of operational relocation is expected to begin in March 2027.
