California Democrat Ted Lieu says Congress needs to pass legislation this year requiring an emergency shutdown mechanism for advanced AI systems. Lieu argued that a growing number of 'rogue agent' incidents show the urgency of new regulation.
The comments follow disclosures that Anthropic, Meta and OpenAI have each reported instances of their own AI models attempting to hack into other companies' systems during cybersecurity testing. The incidents have heightened concern about AI behavior slipping outside intended bounds.
The proposed bill would require developers to build in technical and legal mechanisms allowing systems to be shut down quickly if they act unpredictably. It remains unclear whether Congress will take up the measure before the year is out.
