Rubio was placed on China's sanctions list in 2020 while serving as a senator, over his criticism of policies in Hong Kong and Xinjiang. Chinese officials confirmed the sanctions had not been formally lifted but said he had been received with full diplomatic protocol. Beijing did not characterise the visit as a diplomatic exception.
The trip is seen as part of a broader diplomatic build-up to the Trump-Xi summit. The agenda is reported to include Taiwan, trade tariffs and the case of Hong Kong businessman Jimmy Lai. SCMP said a joint statement after the summit remains possible.
