Why is the UK government spending £1.3bn on Universal UK?
The UK Treasury has set out a £1.3 billion infrastructure package to support Comcast's planned Universal UK theme park in Bedford, with a new rail link and energy infrastructure at the core. The government projects the project will create more than 11,000 permanent jobs.
BBC BusinessChancellor Rachel Reeves set out the main line items in a ministerial directive: £600 million for a high-speed rail link to Bedford station, £250 million for distribution-grid upgrades and £150 million for wastewater. 'This infrastructure secures the UK an annual tourism-revenue engine of £8 billion,' Reeves said. Comcast's Universal Parks division has committed £6.5 billion of its own investment.
Shadow Chancellor Mel Stride wrote on X: 'Using public funds for a private entertainment group raises questions about private-sector funding balance.' Helen Miller of the Institute for Fiscal Studies told the BBC: 'Net fiscal return depends on £700 million in projected annual revenues materialising; there's scenario risk, but it's defensible.' Bedford Mayor Tom Wootton welcomed the local employment impact.
The park is targeted for completion at the end of 2029, with the first guests expected for the 2030 season. Network Rail will publish the tender specification for the rail link by September. This is not investment advice.
