Turkey identifies four candidate offshore wind zones under YEKA
The Energy and Natural Resources Ministry has identified four zones as candidates for offshore-wind YEKA tenders. The Energy and Natural Resources Ministry has announced that four candidate zones — Saros, Gelibolu, Bandırma and Karabiga — have been designated for offshore-wind tenders under the YEKA programme. Minister Alparslan Bayraktar said the projects would make a critical contribution to Turkey's renewable-energy targets and allow installed capacity to be expanded on a multi-gigawatt scale.
Technical surveys covering bathymetry, wind profile and grid connection have been completed for the designated zones, and environmental impact assessment procedures will be finalised by the end of the year. The ministry said investor talks were continuing in parallel and that tender documents would be shared publicly in the summer months.
Formal tender launch is scheduled for autumn 2026, with strong interest expected from international energy companies and domestic investors. The YEKA model features fixed-price purchase guarantees and local-content requirements, supporting the development of supplier industries such as turbine blade manufacturing. Additional sites off the Black Sea coast are also under assessment.
