The tension stems from an unprecedented migration wave in which tens of thousands of people crossed from Morocco into Spain's North African territory of Ceuta, most of whom later returned. Spain has criticized Italy for what it describes as insufficient solidarity in managing the crisis.
EU officials have warned that the standoff between the two countries risks undermining confidence in the bloc's border policies. Talks between Madrid and Rome are expected to resume in the coming days.
