Air defence systems have struggled to intercept the full volume of incoming munitions, officials said, and the intensity of the strikes has grown in recent weeks. Emergency crews worked through the night to reach survivors.
Ukraine has in turn stepped up its own long-range strikes on Russian territory, with casualties mounting on both sides. International partners renewed calls for the protection of civilians.
