The estimate covers housing, infrastructure, health and education facilities, much of which has been damaged or destroyed after repeated rounds of conflict. The report's authors warn that excluding Palestinians from planning and oversight risks repeating past reconstruction failures.
The findings add pressure on international donors and mediators to settle outstanding questions over financing and governance before large-scale rebuilding can begin, with humanitarian officials warning that delays are prolonging displacement for hundreds of thousands of residents.
