Citing interviews carried out by legal-aid organisations with relatives of inmates, the paper says some detainees have contracted fatal illnesses, and that families and lawyers face long delays in accessing case information. Human rights groups want independent monitoring of in-facility health conditions.
The Noboa government argues the institution has given Ecuador room to manoeuvre against organised criminal networks it has designated as terror groups. Regional experts say the project has become a new focal point in the broader Latin American debate over hardline security policies and prison reform.
