Diplomats said additional restrictions target the shadow fleet used to circumvent existing shipping curbs.
The agreement comes as Ukraine's new army chief takes over amid renewed pressure from Kyiv to sustain Western support. EU officials said the sanctions are intended to keep pressure on Moscow's war financing even as attention in Brussels remains split with the widening conflict in the Middle East.
