EU adopts landmark asylum reform hardening border procedures — Brussels approval
With final approval from the European Parliament and Council, the EU asylum package officially enters force, introducing a common fast-track border procedure for member states, a mandatory solidarity mechanism and a renewed country-of-origin list. Frontex's budget will rise 35% by 2027.

EU Home Affairs Commissioner Magnus Brunner told a Brussels briefing that "the package tightens border procedures while making solidarity mandatory between member states." Irregular-entry applicants will be held under a 12-week external-border regime within which an administrative decision must be issued. The solidarity mechanism gives member states the choice of relocating applicants or paying 20,000 euros per applicant as financial contribution.
European Parliament Civil Liberties Committee rapporteur Birgit Sippel told France 24 that "monitoring mechanisms will be important to guard against weakening the right to individual examination." ECRE Director Catherine Woollard said in a written statement that "fast-track border procedures could limit the right to asylum in practice." The Belgian council presidency confirmed the mechanism will be fully applied from 1 October.
Frontex's 2027 budget will rise from 1.1 billion to 1.5 billion euros, with an additional 750 million euros earmarked for external-border infrastructure. The Eurodac biometric database scope will be expanded. The first ECJ case on the reform is expected by November.
