Turkish Grand National Assembly passes omnibus bill that overhauls tax rules
The Turkish Grand National Assembly approved a wide-ranging bill late on Wednesday that amends income, customs, VAT and several other tax rules. The legislation is intended to support the Treasury's medium-term revenue targets. It will enter into force after publication in the Official Gazette.

The Turkish Grand National Assembly approved a comprehensive omnibus bill on Wednesday night that bundles together tax and other economic regulations. According to the Anadolu Agency report, the bill amends income tax exemptions, introduces new provisions in the customs law and updates several articles of the value-added tax regime. The legislation also creates new frameworks for tackling the informal economy and for taxing revenue from the digital economy.
During committee debate, opposition members raised concerns about the burden on small and medium-sized enterprises, while the ruling party argued that the impact on middle-income households would be limited. Finance Minister Mehmet Şimşek told the Plan and Budget Committee that the package is expected to generate around 250 billion Turkish liras of additional annual revenue.
Most provisions will take effect on 1 July 2026, after publication in the Official Gazette; digital economy clauses have a six-month transition period. The government says the bill will directly support the fiscal discipline targets set out in the medium-term programme. Sectoral associations are preparing to submit formal opinions to the Ministry of Finance on the implementing regulations.
