Israeli Investigation Says Hamas Systematically Used Sexual Violence in 7 October Attacks
Israel's state civil commission published a report concluding that Hamas combatants systematically used sexual violence during the 7 October 2023 attacks. Hamas has rejected the findings, while the UN reiterated calls for independent verification.

Over eight months, the commission examined more than 60 witness statements, forensic case files and mobile phone records. According to the report, sexual violence was documented at no fewer than four separate localities during the attacks, and the commission concluded that Hamas leaders had advance knowledge.
Hamas described the report as 'fabricated' and alleged Israel is using it to justify its military operations. UN Special Representative on Sexual Violence in Conflict Pramila Patten, after a December 2023 field visit, had earlier concluded the allegations were 'supported by reasonable grounds'; she reiterated calls for an independent international mechanism.
The International Criminal Court is conducting a separate, broader investigation into the conflict. The Israeli government has requested that the report be added to the ICC case files. Human rights organisations called for a parallel acceleration of investigations into civilian casualties in Gaza.
