Oxevision is a contactless monitoring system developed by British health technology company Oxehealth. It uses infrared cameras installed in patient rooms to let staff check a patient's pulse, breathing rate and movement remotely from a screen, without physically entering the room. The technology is marketed as reducing the need for routine overnight physical checks that can disturb a patient's sleep, while helping staff spot signs of distress more quickly.
The system has been widely adopted by NHS mental health trusts over the past decade, largely on the premise that it could help prevent incidents such as falls and self-harm on psychiatric wards. The company and some clinicians have argued Oxevision can reduce reliance on restrictive practices — physically restraining or repeatedly disturbing patients to check on them. But experts who spoke to the inquiry said many of those claims rest largely on data generated by the company itself rather than independent, peer-reviewed studies.
Witnesses told the inquiry that much of the existing research is observational in nature, and that randomised controlled trials capable of demonstrating a clear effect on clinical outcomes are lacking. That gap, they said, raises broader questions about how much evidence a new technology should be required to produce before it is deployed at scale in a sensitive clinical setting — psychiatric wards housing patients in acute mental health crises.

Experts giving evidence argued that clearer evidence standards are needed for new technologies deployed in sensitive clinical environments before they become embedded in routine practice.

In the meantime, the Oxevision debate has become a focal point for a wider question about the role of technology in inpatient mental health care — one where the pace of adoption has, according to the evidence heard so far, outrun the pace of proof.
